Jennifer Collins-Foley

Title: Senior Advisor for Inclusive Development

A seasoned professional with a commitment to human rights and inclusive development, Jennifer Collins-Foley has worked in international sustainable development for more than 20 years. Collins-Foley joined World Learning in November of 2014 as senior advisor for Inclusive Development and leads World Learning’s Inclusive Initiative, which works to effectively promote and draw from the full contribution of all voices in society in the political, social and economic life of their countries. She plays a defining role in developing The "Transforming Access, Agency, and Power; Tapping in to the Voices, Skills and Experiences of All People" (TAAP) Framework, a systematic analytical tool for the project or activity level which can be used by World Learning staff and other development practitioners as they design, manage, and evaluate gender, inclusion, and conflict sensitive and responsive programs.
Collins-Foley served as senior gender advisor for two years for Juarez & Associates before transitioning to World Learning. In 2012 Collins-Foley served as a senior advisor for women’s political empowerment with the Karama Arab Women’s Regional Network, based in Cairo, and assisted in the formation of the Libyan Women’s Peace Platform. Collins-Foley’s management and training experience includes senior positions in international and US governance and technical assistance organizations including the National Democratic Institute (NDI - Chief of Party/Russia), the Center for National Policy (CNP), the U.S. Election Assistance Commission, the Los Angeles County Registrar of Voters and the United Nations Centre on Transnational Corporations (UNCTC), as well as consulting with enCompass, LLC; IFES; the Pew Charitable Trusts; CEDPA and Vital Voices.
Collins-Foley earned her juris doctor from Union University’s Albany Law School. She serves on the faculty of the SIT Graduate Institute’s Master’s in Sustainable Development Program in Washington, DC teaching Issues in Sustainable Development; Program Design and Management; Monitoring, Evaluation and Learning; Gender, Human Rights and Sustainable Development; and Human Rights, Governance and Advocacy.
