While World Learning STAR Network has no country-specific programs for Montenegro, Montenegrin women leaders are key partners in its activities. STAR's Regional Anti-trafficking Mobilization for Prevention worked with the NGO Women's Safe House in Podgorica to provide trafficking awareness training for employment officials from throughout the region. The leaders of WSH also contributed to drafting anti-trafficking Advocacy Modules for use by Zonta clubs throughout Europe.

Also, since December 2000, there have been two Montenegrin Regional Advisory Board members ensuring the link between STAR Network and women in Montenegro. Currently serving on the Board are Biljana Vujosevic, a young entrepreneur who leads the Podgorica Women's Business Association, and Nada Drobnjak, an experienced political activist from the Democratic Party of Socialists of Montenegro.
STAR Network has used private funds to support the establishment
of the first-ever Women's Business Association, Podgorica. The small
grant of $5,000 enabled the registration of the association; the
first local research on barriers to developing women's businesses
in Montenegro; and the organization of five training sessions and
two roundtables on women's business development.
