The
STAR Network Approach
Participants in the programs of World Learning STAR Network are
women of all ages, religions and ethnic groups. They come from both
rural and urban backgrounds and represent diverse political parties
who share common beliefs in inter-ethnic cooperation. These planners
and decision-makers work for democratic change and women's equitable
participation.

STAR Network links grassroots action with national and regional
strategies that support change. STAR Network's connections with
international program and funding networks were essential in giving
safety, program credibility and resources during the post-war period.
World Learning STAR Network is now guided by a regional advisory
board of women from each locale in the region. These women bring
experience as leaders in NGOs, businesses, parliaments, trade unions
and local government. Advisory board working groups on economic
and political issues generate a rich regional program of cross-border
exchanges, issue campaigns, and technical assistance. Country-specific
programs in Bosnia-Herzegovina, Croatia, Kosovo, Macedonia and Serbia
complement the regional STAR Network program. STAR Network combines
capacity building with public policy advocacy, training and mentoring
women in leadership to make strategic use of:
- research to document the problem;
- media to educate the public and policy makers;
- resource mobilization to adequately finance the initiative;
and
- political processes and planning to ensure that goals become
policies which actually benefit women and girls in their communities.
