Grant Solicitation and Management Overview
World Learning is a leading organization in making grants and using grants as a development tool. In partnering with the USAID Bureau for Global Health and Bureau for Democracy, Conflict, and Humanitarian Assistance, Office of Democracy and Governance, World Learning assumes full responsibility for grant solicitation, review, award, management, monitoring, and close-out phases. GSM also partners with USAID Missions on any aspect of the grant-making process. Additionally, GSM provides training, workshops, and direct technical assistance to NGOs on topics including technical and financial training in grants management, administrative/finance capacity-building assessments, performance monitoring plans, and customized, longer-term technical assistance to grantees. A core priority is to keep costs low and provide the best value to USAID.
World Learning Grant Solicitation and Management (GSM) manages the grants process on behalf of USAID in health sectors including family planning, HIV/AIDS, maternal and child health, and infectious disease control. The $79 million GSM Leader with Associates (LWA) Cooperative Agreement serves as an umbrella mechanism to establish and administer grant programs. USAID Missions can add funds to the main leader award, or create their own associate award, in which case the Mission retains the Agreement Officer’s Representative (AOR) and Agreement Officer’s responsibilities.

GSM supports community-based service delivery, training, and related activities, including an ongoing major project to improve the health and well-being of populations such as displaced children and orphans, war victims, and victims of torture through USAID’s Special Programs to Address the Needs of Survivors (SPANS). Additional projects in Liberia, Jamaica, and the Bahamas work to strengthen the health sectors in these countries. Work in Liberia focuses on assisting vulnerable populations by improving social services through capacity building and by supporting activities that address HIV/AIDS, reproductive health, and family planning, and work in Jamaica and the Bahamas focuses on assisting populations most at risk of HIV infection.
On behalf of USAID/Washington and USAID Missions throughout the world, GSM undertakes a wide range of management and administrative tasks to support involvement of U.S. Private Voluntary Organizations (PVOs), U.S. or local non-governmental organizations (NGOs), and their partners in selected activities. Individual grants have ranged from $64,000 to $4 million.
