Grant Solicitation and Management (GSM) Program in Ethiopia

Located in the capital city of Ethiopia, the World Learning GSM project in Addis Ababa directly manages 22 grants at the request of USAID/Ethiopia in urban and peri-urban areas of Amhara, Oromia and SNNPR regions. 20 of the 22 grantees supported by the GSM project in Ethiopia are local NGOs. All of the grantees 22 grantees implement HIV prevention activities among high-risk groups, including workers in flowering plantations, women involved in transactional sex and their partners, persons with disabilities, university students, out-of-school youth and employed men. The overall purpose of the awards is to strengthen the capacity and sustainability of indigenous Ethiopian NGOs to manage and support the proposed initiatives and, in the process implement activities that will contribute to Ethiopia’s efforts in HIV prevention and mitigation of the impact of HIV/AIDS. Five of the newly awarded grants were given to women’s groups whose projects mitigate the risk of HIV infection in women and girls by focusing on gender specific risk factors such as gender based violence.

GSM provides organizational capacity building and technical support to grantees through regular site visits and training based on individualized organizational needs including financial management, program monitoring and evaluation and training of trainers. The GSM Ethiopia project also utilizes the World Learning Participatory Institutional Analyses Instrument to analyze grantees’ stage of development in several competency areas in order to identify gaps in organizational capacity and to tailor capacity building plans specific to individual grantees.

Global Fund (GF) Capacity Building Activities

GSM provides institutional capacity building support to strengthen two Federations of NGOs—the Network of Ethiopian People Living with HIV/AIDS (NEP+) and the Ethiopian Interfaith Forum for Development, Dialogue, and Action (EIFDDA) which are Round 7 Global Fund Principal Recipients. EIFDDA has 9 sub-grantees with over 129 sub sub-recipient coordination offices, and NEP+ overlooks 100 sub sub-recipients. The intended result of the capacity building activities with EIFDDA and NEP+ is to enable the Federations to effectively administer Global Fund funding to combat HIV/AIDS in Ethiopia. The support provided by WL to these Federations and their sub-grantees focus on Financial Management, Sub-grant Management, Monitoring, Reporting, and Evaluation and Human Resources.
