FORECAST - Macedonia

The FORECAST Macedonia project supports the strategic objectives of USAID/Macedonia in the fields of education, economic growth, and democracy. This is accomplished through the following components:
- Human and Institutional Capacity Development builds capacity at established and start-up institutions. The project currently supports 11 Macedonian institutions in improving their performance at the institutional, work process, and individual levels. These institutions represent government ministries, independent institutions, and professional associations. Selected institutions undergo a thorough performance assessment which is followed by a range of interventions aiming at closing identified performance gaps. As a result of those interventions:
- The Ministry of Justice established a Performance Management System;
- An Integrated School Evaluation process has been improved at the State Education Inspectorate;
- National Programs for Prevention and Repression of Corruption and Conflict of Interests were developed by the State Commission for Prevention of Corruption;
- Participant Training ensures the transfer of new skills and knowledge to individuals and groups working as local partners in current USAID technical projects. Since September 2005, over 10,000 participants have attended trainings in areas such as IT skills for primary school teachers, municipal financing, and protection of intellectual property.
- Academic Programs offer a unique opportunity for Macedonian professionals to grow professionally by completing MBA programs. In December 2008/January 2009 five Macedonian citizens successfully completed MBA programs at prestigious European universities.
- Participant Processing Services including security risk inquiries, medical certifications, and visa processing are provided for USAID-funded participants travelling to the US.
- Technical Assistance Interventions address specific, technical areas in which expert assistance is provided to Macedonian institutions.
- Small Grants are used as follow-on interventions to help past participants implement action plans developed during the course of their training programs.
