The Capacity Development Program (CDP) is designed to foster conditions for a durable settlement by providing economic development and other support to the Turkish Cypriot Community (TCC). The project complements USAID and other donor programs by addressing critical performance gaps that limit the capacity of the TCC to fully participate in future reconciliation and adoption of the acquis communautaire. The USAID/Cyprus Strategic Objective (SO) of strengthening the conditions that will foster a durable settlement is supported by two mutually reinforcing Intermediate Results (IRs). The first IR focuses on a strengthened culture of mutual understanding. The second IR addresses increased parity of economic opportunity. As a cross-cutting program, CDP complements and supports all other U.S. Government-funded programs by providing [to groups or individuals at targeted local institutions] capacity development opportunities in critical areas.
CDP is being carried out in two phases:
- Phase I – Oct 2008 to Feb 2009: Conduct a needs assessment and intervention design, while ensuring that a field office becomes operational.
- Phase II – Mar 2009 to Aug 2010: Deliver interventions identified and designed under Phase I in the form of projects.
