The Parallel Vote Count project was widely accepted as a success of Albanian civil society because it fulfilled the need and the desire of public opinion for fast, complete and credible information on the election results.

The FORECAST Albania project includes four components: Participant Training, Technical Assistance, Human and Institutional Capacity Development, and Small Grants.

  • Participant Training builds professional skills through study tours and in-country training. During fiscal year 2009, more than 100 Albanian professionals and leaders have participated in more than ten programs that contribute to the economic and democratic development of Albania. In 2009 a group of decision-makers learned about university hospital management in the Czech Republic, and another group of specialists learned about wheelchair factory sustainability.
  • Technical Assistance responds to a variety of time-sensitive needs, such as assistance supporting the 2009 parliamentary elections. It is used to explore new programmatic areas such as the women’s empowerment project. Approximately 1,500 people benefited from conferences and workshops held through technical assistance during the 2009 fiscal year.
  • Human and Institutional Capacity Development helps institutions improve their organizational performance. In one initiative, World Learning helped a coalition against child trafficking change its focus to human rights for children, enabling it to become sustainable.
  • Small Grants are awarded to former participants to; provide additional training, update legal frameworks, assist others using skills and knowledge gained during training, or make modest infrastructure improvements. Small grants have enabled many in-country conferences and fairs, improved legal support for victims of domestic violence, provided for internet connections, dumpsters and the renovation of a village museum and children’s cultural meeting room. Approximately fifteen small grants were implemented in fiscal year 2009.
