English Language Teacher Training and Curriculum Reform Project

Since 2005 World Learning has been working with Creative Associates under the Department of State's Middle East Partnership Initiative (MEPI) in Algeria in the implementation of educational reform in the field of English as a Foreign Language as part of the Partnership in Schools Project (PSP).  The first phase of the project, now drawing to a close, was designed to assist the Ministry of National Education in bringing about systemic change, linking stakeholders in the reform process through activities that include the following:

  • creation of a competency-based EFL curriculum at middle and high school levels
  • training for curriculum developers
  • evaluation of local EFL teaching materials
  • development of student evaluation frameworks
  • delivery of teacher training
  • development of a teacher competency framework
  • creation of a national online interactive materials resource and discussion forum for teachers
  • training of national inspectors of EFL, including the collaborative creation of an inspector competency framework and inspectors' manual
  • implementation of study tours for EFL inspectors to the US
  • creation of an online bank of training materials for inspectors together with an online forum for materials sharing and discussion
  • training for examination writers and other key stakeholders in the design and implementation of competency based assessment instruments

The second phase of the project began in August, 2009.  In this phase, World Learning, collaborating with the Ministry of Higher Education, helps faculty at pre-service English language teacher education programs more effectively prepare teachers to work within the reformed system.

Activities include the following:

  • development of an evaluation framework and guide to the creation of curriculum for pre-service language teacher education programs
  • evaluation of the curricula at three major pre-service English language teacher education institutions
  • a three-phase six-week training course for sixty English language teacher education faculty at three sites around the country.  The course also includes a significant on-line component between phases.
  • A series of supportive developmental observations of faculty participating in the training program

Throughout these activities, World Learning has employed a collaborative approach, ensuring increased Ministerial capacity for: implementing system-wide educational reform, as well as increased teacher, inspector and faculty capacity to plan for and implement collaborative and systemic change and ultimately, a more engaging, motivating and relevant approach to teaching English language learners to communicate in English.
