HIV Prevention in Large Scale-Construction Sites aims to reduce transmission of HIV among most-at-risk populations in project areas, and to enhance the role of public corporations in implementation of HIV prevention programs. To achieve the project objectives, World Learning partnered with three governmental agencies managing large-scale construction initiatives in the country. They are:
- The Ministry of Water Resources (MOW)
- The Ethiopian Roads Authority (ERA)
- The Ethiopian Electric Power Corporation (EPPCo)
This collaboration aims to create workplace interventions and policies that support the project partners in their HIV prevention efforts. The private sector is also represented through collaboration with ASTAR Advertising, and the partnership will address the health information needs of the key project populations. The collaboration will result in an innovative behavior change communication strategy to be implemented at 25 large-scale construction sites in five Afar Amhara, Oromia, Tigray, Southern Nations, Nationalities and People's (SNNP) regions, and the city of Dire Dawa.
The project targets more than 33,000 construction sites workers, nearly 3,000 sex workers and at least 200,000 people living communities surrounding large construction sites. The project strategies focus on:
- Change high-risk behavior among targeted populations through the development and implementation of behavior change communication strategy, direct training with targeted groups and communities around construction sites
- Strengthening HIV technical capacity of implementing partners. The project provides technical assistance and training to EPPCo, ERA and MOW on HIV prevention, formative research on target groups, advocacy, proposal development, and financial and grant management for HIV prevention initiatives
- Raise awareness and provide education on HIV as a critical first step in creating positive behavior changes and minimizing transmission among members of the identified group. The project will involve the target audiences themselves in prevention through peer education and community conversation strategies.
- Work to strengthen existing referral networks for care and support services
