The Civil Society Sector Strengthening Program (CSSP) in Angola funded by the U.S. Agency for International Development (USAID) targets the lack of fundamental organizational development and technical skills within Angolan civil society organizations (CSOs) that challenge this sector's service delivery performance and compromise its ability to effectively engage with local and national governments.

CSSP's central objective is:

  • to strengthen the organizational capacity of 50 Angolan CSOs to implement increasingly effective social service and advocacy programs
  • empower individuals who seek to improve the governance and democratic direction of Angola.

Furthermore, CSSP assists these CSOs in strengthening collaborative relationships with the government by demonstrating effective service delivery processes and encouraging the government to adopt best practices in order to deliver its own sustainable and accountable services.

World Learning Angola's CSSP relies on group training and deployment of mentors to offer selected Angolan CSOs organizational, technical, and financial assistance. Capacity building efforts are focused on areas essential to the life and long-term sustainability of a CSO:

  • institutional governance
  • operating and management systems
  • human and financial resources
  • service delivery and external relations
  • advocacy
  • participatory processes
  • community mobilization and dispute resolution methodologies – a process by which CSOs learn to more effectively engage in dialogue and decision-making with local and national governments.

Target indicators include:

  • 50 Angolan CSOs have benefited from the trainings and mentoring
  • Over 200 CSO project managers have improved their management skills
  • Core group of 39 organizational mentors has been established
  • Advocacy social movement 'National Civil Society Conference Group' was established at local and national levels
  • 54% of CSOs increased their annual budget from $150,000 to $500,000

World Learning Angola CSSP works across seven provinces, serves a population of over 500,000 people in poor rural and urban communities, and addresses education and health service delivery through citizen rights-based approaches.
